State Rep. John Cortes, D-Kissimmee, has filed a bill (HB 653) that will attempt to change state law governing homeowner associations in at least two important respects.

The 134-page bill proposes to make it easier for homeowners to participate in board elections and will give state officials more power to investigate complaints about violations of the law.

This issue was discussed during the recent joint meeting of the Polk and Osceola delegations and there appeared to be consensus, at least in concept, that changes are needed.

The issue came to the legislators’ attention because of complaints about problems with the Association of Poinciana Villages, the HOA at Poinciana.
